Joe Biden is predicting that the Supreme Court will uphold the health care law.
The smart betting is mostly the other way.
What Joe doesn't want to discuss is the adminstration's fallback plan for when the mandate gets struck down — the single-payer, government-run health care takeover they wanted all along.
